Ridgeville’s police chief loses certification over suspended driver’s license

RIDGEVILLE, S.C. (WCBD) – Ridgeville’s chief of police, Quintion Joyner, has been decertified by the South Carolina Criminal Justice Academy (SCCJA), News 2 has learned.

Officials with the SCCJA said they requested to have his certification withdrawn over the fact that Joyner’s driver’s license has been suspended for several years, making him ineligible to be in law enforcement in the state.

Joyner’s case went before the SCCJA Training Council on February 26th. According to the meeting agenda, “The officer is found to be ineligible for service as a law enforcement officer because of his or her failure to meet prerequisite qualifications for training and certification, as set by law, even though such ineligibility was not discovered until after the officer’s initial certification. The officer willfully falsified material information provided to the Criminal Justice Academy.”

Academy officials say, Joyner has had a suspended driver’s license for years, and he was aware of that.

They tell us a driver’s license is required by law to be a member of law enforcement. Joyner must submit a yearly Mandatory Retraining Notification form that states he is eligible to be a member of law enforcement.

Officials say he knowingly submitted that form with a suspended driver’s license.

While they do not dispute that he had the training needed, the training council did vote to withdraw his certification at that meeting.

Joyner has requested a hearing, which is like an appeal of this decision. That hearing has not yet been scheduled.

News 2 reached out to town officials and the mayor to learn more about Chief Joyner’s status. They referred us to the town’s attorney, Marvin Pendarvis. We reached out to Pendarvis. He told us, “This is a personnel matter going on. While it is going on, no comment. No comment on the status of Chief Joyner.”

We also reached out to Chief Joyner. He has not talked to us about this issue, so we cannot confirm what his status is, whether he is still the Police Chief of Ridgeville, or whether someone else is the interim police chief at this time.

Joyner is still listed as police chief on the town’s website.
